ENVIRONMENTAL PRESERVATION
Dr. Bearman has fought for years to preserve the quality of
our local environment.
While on the GWB he opposed state water and supported desalinization – a local, reliable,
drought resistant, and less expensive alternative.
Bearman has consistently urged the Goleta Sanitary District to move to full secondary treatment,
which they are finally doing. He supports a merger of the Goleta West Sanitary and Goleta Sanitary
Districts. This allows voters in western Goleta to elect directors who set sanitary plant policy and
also provides the funds to go to tertiary treatment without an excessive rate increase for current
GSD customers.
The County’s natural beauty and delicately balanced eco-system are at risk of permanent damage.
The environment is under attack by out of area developers.
Dr. Dave opposes urban sprawl and supports firm enforcement of the urban line.
He will thwart environmental damage that unbridled growth has inflicted on other parts of California.
SAVE THE GAVIOTA COAST
We must preserve the pristine Gaviota Coast. Dr. Dave will fight McMansions
being built along the coast. He will work with the would-be developers of Naples to transfer their
development rights elsewhere.
Economically viable agriculture along the coast is the best strategy to keep the land in
open space. His support for biodiesel, biomass and adding Santa Barbara to the twice-passed
state hemp bill can provide more ranch income and keep the coast preserved.
GLOBAL WARMING
Since the start of the new millennium, climate change has been taking place at an accelerating pace.
Global warming has significantly contributed to drought and climate disasters. Skyrocketing fuel costs
and an urgent need for clean energy are posing unimagined difficulties. We must combat global warming. Now!
Dr. Dave is committed to strengthening the county’s efforts in fighting global warming.
The county must convert its fleet of vehicles to run on biomass, biodiesel and/or other
alternative fuels.
The county should emulate the city’s successful sustainability program. He will work
toward requiring solar on all county buildings and all new multifamily dwellings.
HEALTH
David Bearman’s involvement with health issues goes far beyond his private practice.
He worked for the United States Public Health Service Community Health Service to fund
innovative health care delivery programs in the Model Cities Program.
As Director of Health Services at San Diego SU he integrated Nurse Practitioners
into the CSU system. He initiated the first campus Alcohol Awareness Day at SDSU.
He was on the management team of the local $100,000,000+ Medi-Cal managed care
program, and helped set up several community health clinics, including Isla Vista. Dr. Dave
has testified before state legislative committees and in courtrooms as an expert witness on drugs.
WORK FORCE SUPPORT
Dr. Bearman supports workforce housing for teachers, nurses, police, firefighters and other essential
members of the workforce. This requires a smart growth program, presently lacking.
We have seen widespread lack or loss of health insurance. Dr. Bearman supports a partially subsidized
insurance program for the working uninsured. Those covered will pay on a sliding scale. It’s envisioned this
would be run through the Santa Barbara Regional Health Authority.
The Baby boom generation now reaching retirement age, poses health-care challenges that we must rapidly
confront.
Dr. Dave’s service on the County’s Long Term Care Committee and work with the Area Agency on Aging
has made him familiar with both community resources and gaps in those resources. He can facilitate the
county working with public and private entities to help fill those gaps.
CHARACTER COUNTS
Dr. Bearman has the experience, the wisdom and the character to fight for the needs of the 3rd Dist.
He fought the state bureaucracy when they tried to illegally invade a patient’s right to privacy. The CMA
fought shoulder to shoulder with Dr. Bearman and he prevailed.
While on the Goleta Water Board he fought for desalinization. Unfortunately we got growth inducing,
expensive, unreliable state water. Over the 30 year pay out period, state water will cost 180 million more than
desalinization. Desal is more reliable, better quality, drought resistant and cheaper than state water.
He raised concerns about the financial viability of Goleta. His concerns about the inadequacy of the Revenue
Neutrality Agreement are being echoed by the current Goleta City Council.
The Third District
The voters of the third district include students, college faculty, farmers,
homemakers, professionals, grape growers, city dwellers, small town residents,
commuters, wine makers, service workers, Anglos, Hispanics and much more. The third
Supervisorial district is the most varied, heterogeneous district in the county. The Third
District includes Goleta, Isla Vista, the Santa Ynez Valley and Vandenberg Village. Dr.
Dave lived in I.V. for 4 years, founded the I.V. Clinic and was on their board for 25
years. He has lived in Goleta since 1983 and served for over 20 years on the Goleta
Water Board (GWB) and the Goleta West Sanitary District (GWSD). Through his work
with the Santa Barbara Regional Health Authority (SBRHA), the oldest Medicaid managed
care program in the County, and serving on various County committees and commissions, is
familiar with all of the 3rd District. Through his work with Esparza deSalud, Zona Seca,
The Fatherhood Coalition, and innovative medical programs for the uninsured he has worked with the Hispanic population. |
